When COVID-19 brought summer programming to a sudden halt, a network of five Scout camps in Northwest Oregon needed a clear drumbeat of accurate information. With restrictions shifting by the week—and confusion running high—the team brought clarity and coordination to a chaotic moment.
The Challenge
In spring 2020, changing state mandates and inconsistent messaging left families, volunteers, and staff unsure what to expect. Parents were frustrated. Leaders were overwhelmed. Staff didn’t know if they’d have jobs. And everyone wondered: What now?

We led the development and delivery of a clear, accessible communications plan that adapted as the pandemic unfolded. Key components included:

17 site-specific guides outlining allowable activities and safety procedures for each location
A new weekly email campaign for all registered Scout leaders, ensuring quick access to evolving resources
Regular updates for seasonal and full-time staff so they knew how their work was affected
The creation of a new family camping program—a creative pivot that allowed safe use of facilities and retained connection with the community
A found community of camp leaders from around the country who advocated for safe camp operations and kept each other informed with up to date information
